Maurice Hicks, President

Detective Lieutenant Maurice Hicks earned a Master's Degree in Management from Johns Hopkins University and a Certificate in Police Executive Leadership.

Detective Hicks also earned a Bachelor's Degree in Criminology from the University of Maryland. Detective Hicks enjoys conducting fast-paced seminars dealing with investigative leadership, criminal, and civil investigations.

Investigative Experience

Detective Lieutenant Hicks retired after serving for 20 years as a law enforcement professional. He is a member of the National Association of Investigative Specialists and the American Society of Industrial Security.

Detective Hicks worked in and commanded a variety of investigative units including Robbery, Homicide, Major Narcotics, Vice, Intelligence, Financial Crimes, Sexual Assaults, Carjacking, and Auto Theft.

Detective Hicks was the lead investigator on an FBI Safe Streets Task Force for over two years. He conducted numerous joint investigations with several federal agencies including the Federal Bureau of Investigation, the Army Criminal Investigation Division, the Naval Investigative Service, the Drug Enforcement Administration, the Bureau of Tobacco, Alcohol, and Firearms, Immigration and Naturalization, the United States Customs Service, and the United States Postal Inspector's Office.

Some of the highlights of Maurice's career include the arrest and conviction of members of a violent drug organization who were responsible for over 12 murders, the arrest and conviction of scores of large scale drug traffickers, and the arrest and conviction of a notorious serial rapist. Maurice is a recognized expert in wiretap and search and seizure law. In the book Police Investigation, Maurice demonstrates his vast knowledge of these laws, as well as his experience in clandestine operations. Maurice is currently working on a new book entitled Thou Shall Not Kill, which addresses a complex murder investigation in the Washington metropolitan area.

Training Experience

Maurice is a veteran scholar and a certified professor. He serves as Adjunct Assistant Professor, Peer Mentor, and Course Chairperson at a major university. He teaches a variety of college-level courses in the areas of management, investigations, criminology, and security.

Maurice also serves as a guest lecturer at several colleges and universities across the United States. He is a certified trainer with the Maryland Police and Correctional Training Commission. Maurice has received several nominations for the prestigious Stanley J. Drazek Teaching Excellence Award.

Mr. Hicks has served as the Special Assistant to a Public Safety Director. He is a key contributing author of the Emergency Operations Manual for a county in Maryland. Maurice spent the majority of his law enforcement career as a Detective, Detective Sergeant, and Detective Lieutenant.
